🚩Global credit rating firm, Moody’s Investor Services, has rated the country’s sovereign bond issuance at B3 negative again against hope of a stable outlook, sending a worrying signal to prospective investors should the managers of the economy decide to go to the international market to look for money to finance the budget. The negative outlook will be a huge disappointment to managers of the economy, given the oversubscription of the country’s US$3 billion bond a few weeks ago – a move government said indicates high investor confidence in the economy. Moody’s stated in its report the negative outlook reflects the rising risks that the pandemic poses to Ghana’s funding and debt service, as the economy is particularly exposed to such shocks because of its high reliance on external financing, both in local and foreign currency, and very weak debt affordability. Four main factors determine Moody’s determination of a sovereign government’s bond rating. These are: economic strength, institutions and governance strength, fiscal strength and susceptibility to event risk. Matching these to Ghana’s credit profile, the rating agency said there is elevated debt burden and weak debt affordability, track record of revenue underperformance relative to targets, and elevated exposure to international capital flow reversal, all of which have been worsened by the coronavirus pandemic – contributing to maintaining the same rating of the country’s credit profile after it was downgraded from B3 stable a year ago.

🚩The Ghana Revenue Authority (GRA) has set the implementation date for the new tax measures announced in the 2021 budget, signed by President Nana Addo Dankwa Akufo-Addo and subsequently gazetted on March 31, 2021. The current financial and tax laws will make these levies automatically take off after it is passed by parliament and secures the president’s signature and gazetted. The GRA has hinted at plans to announce the exact date these taxes will be charged for effective computation. In a notice issued by the GRA, “it will go ahead with implementing two out of the various taxes that were passed from May 1, 2021.”

🚩The Ghana Investment Promotion Centre (GIPC), in partnership with United Nations’ Development Programme’s (UNDP) Sustainable Development Goal (SDG) Impact, and Global Investor for Sustainable Development (GISD) Alliance, has launched the SDG Investment Platform in the country. The platform will serve as an additional tool in the provision of market intelligence on investment opportunities in Ghana and within the region. At a gradual-launching ceremony, which officially sets in motion, the UNDP’s enterprising initiative to accelerate SDG-aligned investments in the country and beyond, Chief Executive Officer of the Centre, Yofi Grant remarked that the Investment Platform aligns with the Centre’s objective of identifying and promoting investment opportunities in the country.

🚩The Absa Group Board and the Group Chief Executive, Daniel Mminele have come to an agreement pursuant to which he has stepped down as a director and Group Chief Executive and will be leaving the group with effect from 30 April 2021.

The parties have not managed to achieve alignment in relation to the group’s strategy and the cultural transformation journey. Mr Mminele joined the Group as Group CEO on January 15, 2020, and led the Group through the Covid-19 crisis and its response thereto. Last year, Absa delivered a comprehensive customer and client relief package, and provided support and relief to public health authorities and communities respectively across all its African markets, while delivering a resilient and respectable financial performance under difficult conditions.
